Jeffrey P. Kramer

Major General, U.S. Army (Ret)

Major General (Retired) Jeffrey P. Kramer is a senior national security and coalition operations leader with more than 35 years of service in the U.S. Army and National Guard. He most recently served as Deputy Chief of Staff for Operations and Intelligence at NATO’s Allied Joint Force Command Brunssum in the Netherlands, where he helped oversee multinational operational planning and intelligence coordination across the Alliance.

During his military career, Major General Kramer commanded at multiple levels, including a Combat Aviation Brigade and as Commanding General of the Combined Joint Operations Center / Army Forces–Jordan. His other senior assignments include Director of Exercises and Assessments (J7) at U.S. European Command, Deputy Director of Operations (J3) at U.S. Northern Command, and Deputy Commanding General of the 29th Infantry Division.

General Kramer has extensive coalition and diplomatic experience, serving as the senior U.S. military officer assigned to the Kingdom of Jordan and later in the Netherlands. In these roles, he worked closely with U.S. Embassy leadership and allied partners to advance U.S. national security interests and strengthen multinational defense cooperation.

Complementing his military service, General Kramer also had a distinguished career with the Federal Bureau of Investigation, including serving as the FBI’s Supervisory Special Agent assigned to the CIA’s Crime and Narcotics Center. He also served as Acting National Program Manager for the Organized Crime Drug Enforcement Task Forces, overseeing more than $100 million in funding supporting over 60 FBI-led task forces.

General Kramer graduated from Loyola University Maryland and holds a Master of Strategic Studies from the U.S. Marine Corps University. He has also completed executive education programs at Kellogg School, Northwestern University, Navigating Strategic Change; Maxwell School, Syracuse University, National Security Studies Management Course; and Kennedy School, Harvard University, Senior Executives in National and International Security.

His military decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, and Bronze Star.
